Service Scrubber performs these tasks by modifying the resource file ("Info.plist", in the majority of cases) that determines the availability and features of services inside an application/service package. Therefore, modifications you apply with Service Scrubber will affect all user accounts on a given computer. They will also remain in effect if you copy or move modified applications.
A backup of each application/service package's services is kept inside the abovementioned resource files, so you can always revert to their respective original states. While this mechanism is quite foolproof, it's always a good idea to back up the vital parts of your system before modifying them.
